Weatherization Program Administrator (Finance)

QUALIFICATIONS
Minimum
Associates Degree in Business/Finance or related field or 3-5 years of related experience
3-5 years project management experience
Thorough knowledge of Microsoft Office applications
Excellent verbal and written communication skills with a strong emphasis on verbal communication
Ability to work with the public
Proof of valid driver's license and current/adequate vehicle insurance coverage
Thorough knowledge of general office procedures and equipment, and clerical experience desired.
Preferred
4-year BA/BS Degree in business, construction, or project management.
General knowledge of housing programs and or construction.
Professional experience working for or collaborating with a nonprofit agency.
Demonstrated understanding of diverse backgrounds and cultures.

ESSENTIAL FUNCTIONS
1. CLIENT ACTIVITIES:
a. Provide information to clients/contractors about Weatherization, Energy Related Repair (ERR), Conservation Improvement Programs (CIP), Energy Assistance Program (EAP), Group Cares Camp and other services offered through West Central as requested and make referrals where appropriate.
2. PROGRAM ACTIVITIES:
a. Review Eligibility for Energy Related Repair Program.
b. Receive, review and award jobs for all weatherization and Energy Related Repair Programs.
c. Facilitate and complete annual proposals for set pricing regarding weatherization materials, mechanical systems, appliances, etc.
d. Follow proper procurement processes for award of jobs for Weatherization and Energy Related Repair Program. Award, prepare, and mail work order packages contractors.
e. Accountable for the set-up and maintenance of mechanical contractor per State of Minnesota, Department of Energy and other funding source requirements.
f. Assist with review and approval of Manual J Calculations submitted by HVAC Contractors.
g. Set-up and maintain well-documented client files and assist with file review for completeness.
h. Complete data entry and job awarding utilizing various computer programs and software.
i. Prepare necessary paperwork for job awards.
j. Update and Maintain Weatherization Spreadsheets.
k. Prepare and mail communication to clients for weatherization and Energy Related Repair Programs.
l. Perform clerical tasks as required by the department including typing, word processing, copying, faxing, running forms and mailings.
m. Perform final review and lockdown of Weatherization, Energy Related Repair and CIP files according to guidelines and perform Weatherization upload monthly to state office.
3. PROJECT MANAGEMENT ACTIVITIES:
a. Assist with the development of goals and production needs.
b. Assist with planning and implementation of Weatherization Projects.
c. Assist in planning and scheduling of project timelines.
d. Coordinate and collaborate with program staff, contractors, and clients to ensure timely project completion.
e. Monitor spend down of Weatherization, CIP and ERR Program Dollars within budgets and monitor quarterly goals for completion.
f. Monitor work progress and communicate barriers to direct supervisor.
g. Ensure timely project completion.
4. FISCAL ACTIVITIES:
a. Receive and log all invoices, review and distribute to appropriate parties.
b. Prepare and submit billings to utilities for conservation programs.
c. Prepare and process payables for Weatherization, CIP, and ERR Programs.
5. GROUP CARES CAMP
a. Write grant proposal including Compilation of data, narratives and work plans for the grant proposal.
b. Coordinate with Group Cares Camp as WCMCA Agency Camp Lead.
c. Coordinate and Manage Program Activities
d. Nominate committee leads throughout agency including fundraising, marketing and outreach, volunteer recruitment, ladders, hospitality, etc.
e. Implement work plans and monitor committee progress.
Plan, develop and implement public relations, awareness and recruiting for week of camp.
g. Monitor spend-down of program material budget.
h. Assist with coordination of housing and working with host school
Week of Camp
a. Monitoring program activities, and provide assistance and guidance
b. Maintaining public relations with all individuals involved
c. Plan and implement volunteer recognition
d. Finalizing grant process
e. Develop, write, and conduct an annual evaluation for program
6. Keep immediate supervisor informed of all problems, unusual or extraordinary matters of significance coming to his/her attention, so that prompt corrective action can be taken as needed.
