Background: PKL Services will provide support for Commander Naval Air Forces (CNAF) requirements for administrative duties within the Administration, Training, Operations, Special Projects and Maintenance Departments for organizational level (O-Level) support of Fleet Replacement Squadrons (FRS), Test and Evaluation Squadrons (VX), and CNAP Headquarters (HQ) Flag Admin, N01F, N3, N8, N40 and N42 Directorates. As the PKL Services Site manager, you will have overall responsibility of assigning contractors between work centers to execute the daily/weekly/monthly maintenance plan while also providing direction in successfully executing the daily flight schedule requirements. Additionally, as the Site Manager, you will ensure that an adequate number of qualified personnel are available to provide routine aviation administrative/personnel services, to include, but not limited to, mail services, correspondence preparations and distribution, reporting and detaching personnel, processing security clearances, and drafting fitness reports, award packages, and provide data collection and drafting for various personnel actions - to include evaluation for squadron staff and students.
Your Basic Tasks and Responsibilities are as follows: 1. Serves as the on-site manager to the PKL Program Management team & the Prime Contractor. 2. Plan, direct, and control the performance and execution of contractor administration at the activity. 3. Provide indoctrination and recurring training to new employees and verify employee timesheets daily. 4. Ensure personnel licenses, certifications, and qualifications are maintained current and documented. 5. Participate in customer planning meetings and any other task order meeting requirements. 6. Assist the PKL program management team in collating and submitting all contract and program deliverables. 7. Evaluate, document and improve as required, contractor manpower utilization. 8. Liaise with appropriate active-duty military leadership to ensure services delivered are timely, accomplished correctly, and documented in accordance with contract requirements. 9. Effectively communicate program expectations and requirements to site leaders, key personnel and other stakeholders in a clear and timely fashion. 10. Provide leadership and sound management with the goal of continuous improvement of aircraft maintenance and operations support services for the military customer. 11. Ensure that government IT and any Security Clearance requirements for all contractors are met. 12. Ensure all work is performed strictly in accordance with published Instructions/Manuals and Federal, State, and Local OSHA regulations.

Required Experience: · Current Secret Security Clearance. The Site Manager shall possess and maintain a Secret Security Clearance. · Knowledge of Navy correspondence and records management procedures and Navy squadron organizational structure/relationships. · A minimum of three years' experience in supervisory or managerial position in a U.S. Navy activity as a uniformed service member, civil servant or contractor employee performing Routine Administrative, Personnel Administrative Support Services, or Travel Administrative Support Services
