Director of Product Engineering (Project Management)

Leidos QTC Health Services seeks a Director of Product Engineering to support our Chief Product Office.

The Director of Product Engineering lead is responsible for application development, sustainment, and maintenance. This person will lead a team of developers and engineers who will not only maintain existing applications but will also be responsible for modernizing and transforming applications. This will include developing cloud native applications and migrating legacy applications to the cloud. This person will have a deep understanding of product development processes, engineering principles, and design methodologies with a proven ability to lead, motivate, and guide a team towards achieving product development goals. 

We prefer candidates willing to be based in San Dimas, CA; San Antonio, TX; Nashville, TN; or Reston, VA. Some travel may be required to other company facilities or customer sites.

Primary Responsibilities:

Engineering Oversight:

• Direct the design, development, testing, deployment, and maintenance of applications and services.
• Ensure engineering processes meet quality, security, scalability, and performance standards.
• Drive efficiency through technology stack optimization, DevSecOps, and automation best practices.
• Evaluate and implement new technologies to improve performance and competitive advantage.

Product Management:

• Oversee the product lifecycle from ideation to delivery and sunset.
• Lead customer-focused product development driven by data and market insights.
• Define product vision, positioning, value proposition, and go-to-market strategies in collaboration with sales and marketing.
• Manage product roadmaps, prioritization, and release planning in alignment with company objectives.

Cross-functional Collaboration:

• Partner with Operations, Sales, Marketing, Service, and Finance, to support growth and customer success.
• Communicate engineering and product vision and progress clearly across the organization.
• Ensure alignment of technical and product initiatives with customer needs and business KPIs.
• Leadership skills:
• Hire, develop, evaluate, reward, and retain a highly qualified team of product & engineering professionals.
• Develop and maintain a culture of innovation and accountability in engineering.
• Ensure that the product & engineering teams have strong systems analysis and project management skills, and the ability to execute business-critical projects.

Quality focus:

• Establish metrics for managing engineering effectiveness and for measuring the impact of engineering on business.
• Maintain oversight of all engineering projects, ensuring that commitments are properly planned, staffed, monitored, and reported.
• Strong analytical and problem-solving skills to address complex technical challenges and make data-driven decisions. 
• Develop and enforce engineering policies, processes, development standards and methodologies.

Required Qualifications:

• Bachelor's degree in Math, Science, Engineering, or related field with 10 years of relevant experience
• Hands-on experience leading large applications through their cloud transformation journey
• Prior technical roles within similar organizations with growing duties and responsibilities
• Hands-on experience developing and patching applications built on ASP and .NET
• Excellent knowledge and understanding of relational databases like SQL Server and Oracle
• Demonstrated experience is using DevSecOps tools and processes
• Identify opportunities for process improvement, optimize product development lifecycles, and mitigate technical risks. 
• Knowledge of foundational technologies such as rapid and secure software development, cybersecurity, and Artificial Intelligence/Machine Learning (AI/ML)
• Strong oral and written communication skills, along with public speaking skills
• Ability to influence and persuade others, as well as handle difficult negotiations requiring a well-developed sense of strategy
• Foundational certifications from Microsoft, ServiceNow, AWS, & Salesforce
• Ability to mentor, lead, and promote talent
• Ability to obtain Public Trust security clearance

Preferred Qualifications:

• Master's degree in Math, Science, Engineering, or related field
• Advanced professional certifications from Microsoft (Azure & .NET), AWS, & Salesforce
• Active DoD Secret security clearance
