Accounting and Business Manager (Healthcare)



Goddard Health Center, on the OU Norman campus, is looking for an Accounting and Business Manager to join our health care team. The Health Center provides primary care services to students, faculty, and staff of the University.

The Accounting and Business Manager will be primarily responsible for overseeing finance and accounting operations within the organization. This position will interact with department managers to monitor financial operations and will report directly to the Health Center Director.

ESSENTIAL DUTIES:

  • Assumes day-to-day responsibility for organizing and coordinating budget and accounting functions.
  • Prepares monthly reconciliation of the financial accounts and billing and financial reports. Prepares and monitors department budgets.
  • Supervises financial staff and business team. Responsible for delegating tasks, reviewing work, providing guidance, training and serving as a mentor for staff.
  • Responsible for special projects where a thorough knowledge of the department, University, state and federal regulations and accounting principles are required.
  • Performs comprehensive analyses of changes to financial activity. Provides ongoing fiscal monitoring, forecasts of operations, and other long-range planning.
  • Prepares reports, including conclusions, recommendations, and solutions, to complex financial or related problems. 
  • Assists in the development, documentation, and implementation of policies and procedures for financial processes within the department. Monitors and ensures compliance with established policies and procedures, University policy, and state statutes.
  • Provides financial policy and procedure training to staff to ensure compliance.
  • May coordinate the development of various contracts for receiving and providing services.
  • Provides income alternatives and opportunities to administration.
  • Manages the activities and performances of the financial and business department staff.
  • Assists with human resources management. Updates budgeted positions and approves the workflow of new positions and changes to current positions.
  • Manages billing, collections, and tracking accounts payable/receivable for the department.
  • Assists in the development of outcome-based quality assurance studies.
  • Performs various duties as needed to successfully fulfill the function of the position.

Required Education:  Master's Degree in Business, Healthcare Administration, Public Health Administration, Accounting, Finance, or closely related field, AND: 

  • 36 months experience in business administration activities such as accounting, budgeting, finance, grants and contracts, billing, IT operations, and human resources. Of the 36 months, 24 months experience in a lead/supervisory/managerial role.

Equivalency/Substitution: Will accept a Bachelor's Degree in the related field and 24 months experience in lieu of the Master's Degree for a total of 60 months experience.

Skills:

  • Understanding of accounting concepts, internal controls and possession of strong analytical skills.
  • Proficient with Microsoft Office Suite (Excel, Access, Word, and Outlook). Advanced Excel skills with ability to build and manipulate spreadsheets.Communication Skills: Must have advanced/proficient writing skills for composing audits, reports, and advisories.
  • Supervisor Skills: Ability to supervise staff and communicate directions and expectations effectively.
  •  Ability to make recommendations to enhance operations. Strong initiative to solve problems.
  • Highly organized with ability to handle multiple projects and deadlines.
  • Ability to read and interpret policy as well as State and Federal regulations. Ability to effectively evaluate projects/programs and produce comprehensive reports.

Certifications:

  • None.

Advertised Physical Requirements:

  • Sitting for long periods of time. Manual dexterity, reaching, bending, reading, speaking, and listening. Use of computer and calculator.
  • Standard Office Environment.

Departmental Preferences:

  • Accounting degree or business-related field with a minimum of 18 hours of accounting coursework.
  • Experience in a health care setting.
  • Understanding of health insurance contracts and fee schedules.

Supervision: Supervises financial staff and business team.
