Planning Department Manager (Finance)
Michael Baker International is currently seeking a Planning Department Manager to lead our Northern California Planning team. This position may be based in any of our Northern California offices (Oakland, Walnut Creek or Rancho Cordova). The Planning Department Manager will be responsible for development and leadership of a Community Planning Services (i.e., advance/long-range planning) line to serve a client base throughout the company's West Region. The Senior Planning Manager will work closely with our network of offices throughout California.
The Planning Department Manager will be a Department Head responsible for building a Community Planning Services line, creating and executing a business development program, forming and mentoring an in-house team, and supervising and growing an overall Community Planning portfolio. He or she will also work closely with Michael Baker's Housing and Community Development team to pursue, win, manage and deliver housing element update projects for local jurisdictions in Northern California and the Central Valley.
The Department Manager will work closely with the West Region Planning leadership team to develop tangible growth and development objectives for the next three to five years. The successful candidate must have excellent professional planning credentials and a broad skill set, beginning with a background of collaboration with clients and ultimately leading projects to successful completion and client satisfaction.
In addition to technical planning expertise, essential job duties and management responsibilities include:
•Oversight of all projects undertaken by the department, including adherence to project scope, schedule, budget, quality control/quality assurance, and staff utilization.
•Management of business development activities in coordination with Project Managers within the department, including capture planning, go/no go decisions, strategy and messaging for targeted pursuits, client outreach and marketing, teaming arrangements, proposal development and review, and interview preparation and delivery.
•Development and maintenance of strong client relations, including monitoring client satisfaction.
•Execution of personnel management duties, including hiring, training, timekeeping approval, performance assessment, career development, retention, disciplinary action, and employment termination.
Required Qualifications:
•Bachelor's degree in Planning or a related field
•Minimum of 12-15 years of relevant planning experience including progressive leadership and financial management of projects and groups
•In-depth working knowledge of California planning and housing laws, particularly related to General Plans, Housing Elements, Specific Plans and Zoning Ordinances.
•Desire to actively lead and grow a Community Planning Services Department, focused on land use planning and policy, housing planning and policy, development regulations, urban design, community engagement, and related disciplines.
•Ability to develop and mentor a team of varying specializations and abilities
•Ability to lead projects of varying size and complexities in diverse communities
•Ability to lead business pursuits, perform client consultations, make presentations and lead varying levels of outreach programs
•Background in leadership of Community Planning programs and projects and involvement in professional organizations
•Successful history of leading, growing and mentoring urban planners and designers
•Excellent written and verbal communication skills
Preferred Qualifications:
•AICP certification
•Intimate knowledge of and relationships with local and regional government agencies in Northern California
•Experience successfully managing and delivering projects and programs for local government agencies in California
•Familiarity with California Department of Housing and Community Development (HCD) policies and programs; experience partnering with HCD on the development and adoption of local housing policies and regulations
•Knowledge related to the planning and delivery of affordable housing in the California context, including programs, procedures and incentives for facilitating affordable housing development
