Sr. HR Learning & Development Specialist I (II) (Biotech)
The HR L&D Specialist - People Services Center will report to the director – People Services Center and focus on the following areas:
Analytics
Assessments
-Curriculum & Learning
Facilitation, Orientation, and Teaming
Organizational design and development
Technology (Learning Management System or LMS)
The role will have responsibility for supporting analytics as relevant to conference, learning and training offerings. Additionally, the role will oversee employee learning activity for the PJM community. The HR L & D Specialist will research hot HR topics as well as relevant topics of learning for PJM. The Specialist will coordinate, facilitate, support and track learning and training initiatives for PJM.
The role will be collaborating with functional experts to determine training goals, updating the contents of current training programs, and designing measurement and feedback tools.
The role should demonstrate in-depth knowledge of training methods and their expertise in teaching and learning should enable optimized skills acquisition.
Because of COVID-19 this position will be temporarily working from home until a return to campus plan is finalized.
Essential Functions:
The L&D Specialist will support the requests of leaders and employees regarding learning/training initiatives as well as provide recommendations. The Specialist will conduct discovery meetings for new employee and leader learning initiatives. In support of training initiatives, the Specialist will create, design and measure outcomes of learning. This includes, but is not limited to building learning objectives, ensuring content and content delivery supports stated objectives and looking for course corrections and changes as needed.
The L&D Specialist will arrange and coordinate logistics for learning events, ad-hoc meetings as well as teleconferences (i.e. securing location, facilitator scheduling, equipment prep, refreshments, etc.) and related details to ensure the success of PJM's employee learning community. The Specialist will reconcile learning dollars and expenditures with PSC department budget (activities include: PRs/GRs as needed for external training requests).
The L&D Specialist will coordinate and facilitate various initiatives (i.e. Manager Awareness Program – MAP, Lunch n' learns, learning presentations, learning and program updates). The Specialist will coordinate with HR Analysts supporting the Onboarding function to deliver New Employee Orientation and follow up meetings. Orientation will include presentations as well as the collection of required documentation for the creation of the employee service record.
The L&D Specialist will support Organizational Design work through the facilitation and coordination of teaming sessions. The Specialist will partner with external facilitators to support organizational needs (i.e. New Reporting Relationships – NRRs, After Action sessions, Project Scope as well as team needs). Periodically, the facilitator will offer recommendations and solutions for organizational needs and opportunities.
If needed, the L&D Specialist may be asked to conduct a facilitated session as a substitute facilitator or support facilitated sessions. The Specialist will utilize ADDIE as well as other learning and training methods and techniques to support learning objectives and desired outcomes for participants. Additional duties include the review of curriculum as well as creation of learning teams and scheduling of sessions.
Technology is a large component in the L&D Specialist role. The Specialist will utilize the Learning Management System (LMS) and other supporting systems to ensure Annual, Compliance and required trainings are provided to the appropriate audiences in a timely manner. The Specialist will ensure accuracy in learning assignments and conduct audits to support compliance and learning evidence as needed. The Specialist will maintain technology skills and through learnings make recommendations regarding best practices etc. to move PJM's employee learning community. The Specialist will administer and research assessments for new hire needs as well as assessing skill/talent opportunities. The Specialist will maintain assessment records and provide deployment strategy for 360 tools as well as individual assessments for facilitated meetings.
The L&D Specialist plays an integral role for the HR team. The Specialist acts as a liaison between employee, leader, vendor and the HR business partners. The Specialist will act as an internal consultant for learning matters through the PJM employee community. The Specialist should be energetic, flexible, ready to “get the work” done whether the works is assigned or not or have the capacity to flex between working autonomously while working in a highly collaborative role. A PSC team member jumps in and has a “make it happen” attitude.
The Learning & Development Specialist should leverage multi-component learning solutions to embed learning, ensuring optimum results in a fast paced environment
Other Responsibilities:
Evaluate existing training and development programs.
Deploy feedback tools to assess the effectiveness of the curriculum
Track training outcomes and ensuring alignment to business objectives.
Identify individual and organizational obstacles to learning and facilitating interventions.
Conducting skills gap analyses
Gather feedback from trainees and trainers
Prepare cost reports for each learning program
Prepare educational material (e.g. designing manuals and ordering books)
Work closely with leaders within the business to ensure that key stakeholder relationships are developed and maintained, business needs are met benefits and return on investment
Define measurement strategies that link the L&D programs to tangible benefits and return on investment
Organizational survey administration and results facilitation
Act as program administrator to employee rotational programs
Characteristics & Qualifications: Required:
Bachelor's degree in Business Administration, General Studies, Liberal Arts or Human Resources
At least 5 years of experience Ability to work independently Ability to communicate effectively in a team environment (as well as providing a “no” message in a diplomatic and respectful manner) Ability to utilize Learning Management Systems (LMS) and other technology as required
Strong facilitation and presentation skills
Experience in adult learning development and design Extreme flexibility Ability to travel as needed (i.e. career fairs, learning conferences, etc.)
Ability to produce high-quality work products with attention to detail
Ability to communicate effectively in a team environment
Experience in quantitative and qualitative analysis
Experience using verbal and written communications skills
Ability to use Microsoft Office Suite (MS-Word, MS-Excel and MS-PowerPoint)
Preferred:
MBA degree in Business Administration
Experience with PJM operations, markets, and planning functions
