Senior Program Analyst, USNORTHCOM (Government)

SPECIFIC JOB DESCRIPTION:
ANSER is seeking a Senior Program Analyst to lead analytic support efforts that enable Defense Security Support programs with USNORTHCOM equities. Specifically, this Task Order will support the Office of the Undersecretary of Defense for Policy (OUSDP) with planning and Assessment, Monitoring, and Evaluation (AM&E) of Security Cooperation Programs. The focus of this effort is to support implementation of new requirements to: identify institutional capacity building capability opportunities which will sustain security cooperation efforts and develop logic frameworks, theories of change, and performance indicators to measure progress. Responsibilities include:
Develop and implement security cooperation programs by working across DoD and with key interagency and state partners, the broader security cooperation community, stakeholders, and interest groups.
Participate with OSD Policy and DSCA in developing, supporting, and progressing security cooperation programs, activities, and initiatives.
Support program management planning, logistics and administrative requirements, and interagency coordination in the field.
Keep abreast of new policies, procedures, regulations, and directives affecting security cooperation activities.
This is a full-time position based at USNORTHCOM in Colorado Springs, Colorado. The anticipated start date is October 1, 2019. This position is contingent upon award.
SKILLS & EXPERIENCE:
Minimum Requirements:
Bachelor's degree.
At least ten (10) years of relevant experience.
Extensive experience with security cooperation programs and procedures.
Active secret security clearance required.
Preferred Requirements:
Subject matter expertise in assessments and monitoring of key security cooperation functions, such as strategy/policy, defense institution building/institutional capacity building, logistics, human resource management, resource management, and protection of civilians/SSR/civil sector/human rights.
Regional expertise and overseas experience.
Experience working within the Command and its components.
Experience with the NORTHCOM area of operations
