Clinical Manager, Behavioral Health Services (R&D)



The Clinical Manager reports to the Clinical Director, Behavioral Health Services and will operate across behavioral health and addiction programs at the VOACC Core Service Agency to provide and conduct intakes, individual and group therapy/counseling services to a caseload of mentally ill and dual disorder adults, supervise as assigned a team of Behavioral Health Community Support Workers and take a lead role in the diagnosis and assessment of enrolled consumers and reviewing charts and case notes for processing to the medical providers.

RESPONSIBILITIES:

  • Supervise and performance manage a team of licensed community support workers and/or Certified Addiction Counselors to ensure case notes properly conducted and written, conduct clinical supervisions and expand consumer bases of caseloads.
  • Provide individual and group counseling, coordinate individual client services, intake, developing and implementing individual treatment and recovery plans (ISP/ITP/IRP); and providing and coordinating clinical care services in accordance with VOACC Chesapeakes operation as an ASAM Level 1 Outpatient Treatment Provider.
  • As a member of the SUD clinical team, provides care coordination, and participates in the provision of AR services to District residents who come to the Hope Center for assessment, referral and intake to SUD services throughout the District.
  • Ensuring that the client/consumer is at the appropriate level of care
  • Responsible for linking client/consumers as they transition through the levels of care, ensuring that the treatment plan is formulated.
  • Provides oversight of linkages to off-site services to meet additional needs related to a co-occurring medical and/or psychiatric condition, as documented in the treatment plan.
  • Monitor the compliance with, and effectiveness of, services over the treatment period and determine the frequency of ongoing assessments.
  • Provide Individual, Family, and Group Counseling; Group-based Psychoeducation, across BH/SUD programs according to the client/consumers assessed needs.
  • Provide Initial, Comprehensive and Brief assessments/screenings; and as needed diagnose
  • Provide Crisis intervention services
  • Conduct education to include training on HIV to assigned clients
  • Assist with providing access to testing and referrals for HIV and infectious diseases and coordination of services with medical care or specialty services related to an infectious disease
  • Attend comprehensive treatment team and assessment meetings on each client/consumer as part of the interdisciplinary team
  • Schedule client/consumer for ongoing assessments to ensure continuity of care
  • Facilitate implementation of treatment plan and administrative facilitation of the client/consumers service needs, including but not limited to scheduling of appointments, assisting in completing applications, facilitating transportation, tracking appointments, and collecting information about the client/consumers progress.
  • Assist the client/consumer in the development of interpersonal and community coping/life skills necessary to remain sober and maintain recovery.
  • Assist the client/consumer in the development of relapse and symptom management strategies and recovery plans.
  • Adheres to VOACCs documentation requirements and meets assigned weekly/monthly productivity requirements
  • Establish and maintain a community resources and referral index.
  • Perform duties as assigned as assigned by immediate supervisor or designee.

EFFECT ON END RESULT:

  • Provides intake services including assessment, diagnosis, treatment planning and linkage to agency services for new consumers referred to the agency through the DC Department of Behavioral Health Reports to the Clinical Director Behavioral Health and increase consumer case load counts.
  • Documents all billable activities BH/SUD/Recovery /VOACC Standards.
  • Monitors the compliance with, and effectiveness of, services over the treatment period and make a determination of the frequency of ongoing assessments.
  • Completes all billing/Progress notes within 48 hours of a face-to-face encounter for self and ensures same time line for direct reports.

  • The ability to safely operate a motor vehicle to transport oneself, consumers, and program supplies as necessary.
  • The physical ability to travel to assigned locations, stand, stoop, bend, reach, pull, push, lift, grasp, climb, talk, see, hear and perform basic and light home maintenance activities, and operate office equipment.
  • Operating office equipment requiring continuous or repetitive hand/arm movements.
  • The ability to remain in a sitting position for extended periods of time

REQUIREMENTS

  • Must be DC-licensed clinical social worker (LICSW) or a DC-licensed professional counselor (LPC).

  • Minimum of one (1) to three (3) years clinical and administrative supervisory required.

  • Ability to develop strong collaborative-working relationships with the client/consumer using appropriate patient-centered communication skills, with the appropriate municipal, county, City, and State agencies, as well as, other non-profit agencies, including the faith based community.

  • Ability to provide effective training, prepare written reports, and document and maintain client data using an electronic client record system.

  • Experience with Foothold/Awards and/or electronic medical records required.

  • Excellent case management skills to maintain client records using appropriate clinical recording keeping/management skills.

  • Excellent administrative and clinical review ability regarding clinical case notes, and clinical supervision of direct staff.

  • Experience in Motivational Interviewing, Person-Centered Approach, and Cognitive Behavioral Therapy (CBT).

  • Strong PC skills in a Windows environment.

  • Ability to use independent judgment and address conflict and find resolutions.

  • Excellent interpersonal, written, and oral communication skills.

  • Bilingual in any language a plus.
