Program Manager, Army (Engineering)
Headquartered in New York City since 2007, Persistent Systems, LLC is a global communications technology company which develops, manufactures, and integrates a patented and secure Mobile Ad Hoc Networking (MANET) system: Wave Relay®. The company's industry leading R&D team has designed wireless networking protocols to support their cutting edge Wave Relay® system and technology. Wave Relay® is capable of running data, video, voice and other applications under the most difficult and unpredictable conditions. Their suite of products is field proven and utilized in Commercial, Military, Government, Industrial, Agriculture, Robotics, and Unmanned System markets.
As a Program Manager, you will be a critical member of the Persistent Program Team based in New York City, NY. You will develop and execute a Technical Program Management Plan for US Army programs and other Intelligence Operations programs. You will play a pivotal role in communicating technical challenges to our engineering department as you strive to solve problems. You will be integral in supporting program development as you will have insight into customer challenges and program needs and will work closely across the entire Persistent Systems team including Field Operations, Product Management, Engineering, and Quality.
POSITION RESPONSIBILITIES
• Providing program and technical leadership to achieve program goals and objectives
• Collaborating with technical team to resolve technical issues escalated from customer locations
• Contributing to program effectiveness by identifying short-term and long-term issues; providing information and commentary pertinent to deliberations; and recommending options and courses of actions
• Developing long-term customer relationships with program clients through managing and interpreting their requirements
• Maintaining and developing relationships with partner companies to ensure a cohesive network architecture
• Providing program plans that include scope, scheduling, cost inclusion, and performance
• Planning for risks which include developing strategies for dealing with potential risks
• Leading and supporting responses to RFI / RFP and other similar customer requirements
• Maintaining expert knowledge of Persistent Systems products to evaluate and maintain program objectives
• Working closely with Engineering by providing feedback from information gathered during program support activities
• Communicating Persistent Systems' solutions to varying technical and non-technical clients, including executive ''C'' level management, VP, and Director levels, and end-users
MINIMUM QUALIFICATIONS
• Bachelor's degree in Electrical, Mechanical, Aerospace Engineering, or Computer Science or equivalent demonstrated experience in one or more of these disciplines
• Experience in technical program management, including oversight of program cost, schedule, and performance for efforts valued at least $1M each
• Understanding of technical concepts such as wireless, mobile IP, RF propagation with an understanding of hardware and software concepts
• Understanding of networking concepts such as IP routing and switching and VPN architectures
• Proficiency in software packages such as Microsoft Office and Microsoft Project
• Strong interpersonal and communications skills, written and verbal
• Must be available to travel up to 50% of the time
• Ability to obtain a Secret US Security Clearance
PREFERRED QUALIFICATIONS
• Master's degree in Electrical, Mechanical, Aerospace Engineering, Computer Science, or Master's degree in Business Administration
• PMP certification or Level 3 DAU Program Management
• 5 or more years of experience in technical program management, including oversight of program cost, schedule, and performance for efforts valued at least $1M each
• 3 or more years of experience with Intelligence Community or special operations communication systems
• Experience with US Army communication programs from concept to delivery
• Experience with wireless concepts such as MANET, Mesh, Ad-hoc, protocols and web architecture, with an understanding of hardware and software concepts
• Experience working directly with customers
• Experience working with customer organizations such as large sized Government entities
• Experience working with mid-size or larger Commercial organizations
• Experience with managing programs operating across multiple locations, with increasing responsibility
• Program transition and contract startup experience
• DoD Information Operations and Cyber Security experience
• Proficiency in technical software packages such as Microsoft Visio, Solidworks, and MATLAB
• Possess an active Secret US Security Clearance
