Director of Support Operations (Administrative)

Leidos QTC Health Services is seeking a Director of Support Operations on our RHRP team. You will be responsible for leading and overseeing the strategic and tactical integration of newly acquired technologies, driving process enhancements, and ensuring successful and timely project completion within budget, while reporting progress to leadership.  The successful candidate will lead and support in the identification and resolution of business and operational problems that ultimately enhance the health care service delivery model for the Reserve Health Readiness Program (RHRP). They will be responsible for the operational execution of requirement management, IT change management, technical project management, and the RHRP SharePoint system. This role ensures that the planning and tracking of operational efficiencies are realized, compliance with contractual obligations, seamless data management, and effective change implementation across the program.

The Director will provide strategic direction, performance oversight, and cross-functional collaboration to ensure program success, leveraging Leidos QTC's Centers of Excellence (CoEs) and corporate resources to drive innovation and continuous improvement.

Primary Responsibilities:

Operational Leadership & Strategic Execution

    • Develop and implement integration strategies, plans, and timelines, ensuring alignment with overall business requirements, goals and objectives
    • Establish and implement a governance framework that drives structured processes and frameworks to enhance service delivery and operational efficiency. Drive initiatives to enhance automation, streamline workflows, and improve collaboration
    • Lead engagement with matrixed organizations (e.g. IT, Enabling Operations, Clinical Support, etc.) to ensure program requirements are implemented on schedule according to program goals and compliance requirements
    • Strong leadership in coaching, guiding, and directing cross-functional teams to meet performance targets

    • Responsible for managing budgets for assigned operational functions, ensuring cost efficiency and adherence to program targets
    • Support contract modifications and negotiations as required, ensuring alignment with RHRP requirements

Requirement & Change Management

    • Oversee the requirement management lifecycle, ensuring that all functional and technical requirements align with IT enhancements, operational efficiencies, DoD/DHA policies, and operational needs
    • Lead the change management strategy, ensuring smooth transitions for system enhancements, process modifications, and policy updates
    • Implement standardized methodologies for assessing, documenting, and tracking overall change management to address contract changes to include IT changes
    • Analytical mindset with data-driven decision-making skills to assess trends, identify risks, and drive strategic improvements

    • Collaborate with internal and external stakeholders to ensure efficient communication and alignment on evolving program requirements. - Work across the Leidos QTC organization to coordinate support services and leverage corporate Centers of Excellence (CoEs) in areas such as technology, automation, analytics, and change management

Technical Project Management

    • Oversee and establish technical project plans, execution, and delivery, ensuring adherence to scope, schedule (milestones, critical path, etc.), and budget constraints
    • Lead cross-functional project teams to identify and implement system enhancements, integrations, and workflow improvements that improve operations and reduce cost on the program
    • Identify operational risks related to technology implementation and data integration and develop mitigation strategies
    • Foster collaboration with IT, cybersecurity, and data analytics teams to optimize technology solutions

RHRP SharePoint Management

    • Manage and optimize the RHRP SharePoint platform, ensuring efficient document storage, workflow automation, and access controls.

Required Qualifications:

  • Bachelor's degree from an accredited college in a related discipline, or equivalent experience/combined education
  • 14 years of progressive leadership responsibility, with most recent position at a Senior Management Level in a fast-paced healthcare environment preferred
    • 12 years of leadership experience with a related Master's degree.
  • Must be able to successfully pass National Agency Check with Inquiries (NACI) background investigation

Preferred Qualifications:

  • Proven track record of driving operational excellence in requirement management, change management, technical project oversight, and data operations

  • Expertise in SharePoint management, data governance, process automation, and workflow optimization

  • Strong analytical mindset with proven ability to leverage data-driven insights to evaluate trends, anticipate risks, and implement strategic initiatives that enhance performance and drive continuous improvement

  • Exceptional communication skills with the ability to influence and collaborate across multiple teams and stakeholders

  • Experience managing government contracts, particularly in DoD or military health programs
  • Proficiency in Microsoft Office Suite, SharePoint administration, data analytics tools, and project management platforms (Power BI, Program or Project Management like Lean Six Sigma, Tableau)

  • Typically, works Monday-Friday 
    • Must be able to work and support multiple time zones 
    • Central Standard Time Preferred 
  • Travel requirements: 20%
