Bilingual Community Engagement Manager(spanish) (Project Management)



Essential Qualities

The Bilingual Community Engagement Manager will oversee the day-to-day operations of Early Learning Works' community outreach programs. This position is integral to ensuring that staff meet performance targets, service goals, and deadlines. The Bilingual Community Engagement Manager will manage a team, coordinate multiple projects, and ensure high-quality program delivery. Additionally, this role will focus on data monitoring, workflow management, and providing operational support to the Early Learning Works Director in budgeting and human resources functions. Essential Functions

Staff Management & Development:

  • Provide direct supervision to Community Outreach Specialists providing regular and ongoing feedback including annual performance evaluations; communicate effectively and openly, and demonstrate strong sense of self-awareness and reflectiveness.
  • Drive staff performance through coaching to ensure alignment with organizational expectations and goals.
  • Ensure that annual goals are met by managing staff assignments, tracking progress, and adjusting workflows as needed.
  • Monitor and evaluate job performance by setting clear objectives, regularly reviewing results, and providing feedback to ensure staff meet deadlines for required training, services, and deliverables.
  • Review timesheets, leave requests, and monitor attendance trends to ensure proper documentation and time management practices.

Data Management & Reporting:

  • Review and analyze program data from the Customer Relationship Management system (CRM) to oversee processes, outcomes, and ensure accuracy and consistency.
  • Generate and analyze reports to monitor family and community engagement programs' effectiveness and inform decision-making.
  • Collaborate with staff to address any data gaps or discrepancies and ensure the timely collection of performance data.

Collaboration with Early Learning Works Director:

  • Work closely with the Early Learning Works Director to create agendas, schedule staff meetings, and document key discussion points and follow-up actions.
  • Assist the Director in ensuring compliance with Tulsa Educare's HR policies and procedures.
  • Support the Director in the creation, management, and oversight of programs and services including program budgets.

Program Oversight & Event Coordination:

  • Manage project workflows to ensure all staff remain productive and assignments are completed on time.
  • Provide operational leadership and troubleshooting support, ensuring smooth day-to-day program implementation.
  • Promote and coordinate family and community events, outreach, services, and training sessions, ensuring that all materials meet quality standards and are delivered on time.
  • Monitor and maintain the quality of program materials, content, and staff professionalism, ensuring alignment with organizational standards.
  • Ensure that event attendance and participation are tracked in the Customer Relationship Management system (CRM), and that all event-related materials are reviewed in advance (at least 10 days before delivery).

Other Duties:

  • Perform additional tasks as assigned by the Early Learning Works Director to support the functions of the organization.

Knowledge and Skills

Broad knowledge and experience in:

  • Managing multiple tasks and meeting deadlines, with excellent organizational skills.

  • Working collaboratively with a culturally diverse team and providing outstanding customer service.
  • Utilizing Microsoft Office Suite, CRM systems (Airtable or similar), and project management tools.

Minimum Qualifications

Education & Experience

  • Education: Bachelor's degree in Education, Social Work, Business or a closely related field.
  • Experience: 3-5 years of experience in community outreach, program coordination, or related fields.
    • Demonstrated public-speaking skills
    • Must be bilingual in Spanish and English
    • Supervisory experience is required.

Other

  • Primarily an office position with some local travel (exposure to normal traffic hazards).
  • Ability to lift and carry up to 25 pounds.
  • Ability to work nights and weekends when necessary to support program operations and team members.
  • Regular and reliable attendance required.
