Assistant Planner (Finance)
Reviews development proposals and applications for compliance with State and local codes, laws, and regulations; prepares reports on recommendations.
May review or assist in the review of moderately difficult development proposals and site plans for conformance with plans, codes, and regulations.
Conducts field evaluations and assessments, retrieves notice signs, and takes picture of sites.
Evaluates or assists in the evaluation of re-zonings, ordinance amendments, site plans, special use permits, variances and other proposals.
Supports and assists staff in serving the customers of the department; answers questions regarding the municipal code, the general plan, permits or application processing and compliance issues.
Prepares correspondence to property or business owners regarding zoning violations; meet with property and business owners to resolve complains and sensitive citizen inquiries.
Performs storm water inspections and drafts necessary documentation.
Initiates, plans, coordinates, monitors, and enforces programs which accomplish compliance with storm water regulations.
Collects, records and summarizes statistical and demographic information; establish and maintain a comprehensive database.
Makes detailed presentations and present oral reports to community groups, Planning Commission and City Council.
Monitors work activities that occur on the city right-of-ways to ensure safety, standards, and construction specifications are met.
Assists Building Official with inspections, planning studies, reports and other related work.
Prepares planning and zoning related resolutions and ordinances for Planning Commission and City Council.
Maintains official maps, records, and files related to areas of responsibility.
Attends and participates in Planning, BZA, Historical Board meetings, and other professional group meetings; stays abreast of new trends and innovations; attends City safety and training sessions.

QUALIFICATIONS
Knowledge/Skills/Abilities:
Knowledge of principles and practices of city planning and zoning, including land use planning, community planning, redevelopment and comprehensive planning.
Knowledge of city, state and federal regulations pertaining to city planning and zoning.
Knowledge of basic site planning and architectural design techniques and methods.
Knowledge of statistical, algebraic, or geometric knowledge and ability to apply such knowledge in practical situations.
Knowledge of principles and practices of research and data collection.
Ability to interpret planning and zoning programs to the public.
Ability to utilize current literature, information sources and research techniques.
Ability to effectively communicate, both orally and in writing.
Ability to establish and maintain effective working relationships with public groups, agencies, other employees and the general public.
Education and Experience:
Bachelor's Degree or equivalent from an accredited college or university with major course work in planning, civil engineering, public administration, environmental science or a related field.
Minimum one (1) year of entry-level experience in planning, land use, or related field.
G.I.S. experience is preferred (ESRI)
(A comparable amount of training, education and/or experience may be substituted for the above qualifications.)
Licenses and Certifications:
Possession of and ability to maintain a valid Tennessee driver's license by date of hire with an acceptable driving record.
Ability to obtain and maintain T.D.E.C. Certified Erosion Prevention and Sediment Control Inspector within six (6) months of hire.
PHYSICAL REQUIREMENTS
(Occasional=1-3 Hrs; Frequent=3-5 Hrs; Constant=5-8 Hrs - Per Work Day)
Positions in this class typically require: frequent sitting, talking and hearing. This position is frequently required to walk, stand, climb, balance, stoop, kneel, crouch or crawl. This position must frequently use hands to operator, finger, handle, or feel objects, tools, or controls. Reaches with hands and arms. Occasionally lifts and/or moves up to 35 pounds. Specific vision abilities required include close vision ad the ability to adjust focus. Work is performed in doors in a comfortable, climate-controlled office environment. Occasional work is performed outdoors in heat, cold, rain, snow, and other outdoor weather. The noise level is low with a moderate paced schedule that requires interaction with the general public.
