Human Resources Analyst I/II/II - RUHS Recruiting (Finance)
The County of Riverside's Human Resources Department has multiple opportunities for Human Resources Analyst I/II/III (HRA) to support the Riverside University Health System (RUHS) Recruitment Services Team. The HRA's will be responsible for conducting recruitments, including assessment of position specific requirements, creation of job advertisements, candidate sourcing, resume review, and job offers for variety of classifications for RUHS portfolio (Medical Center, Public Health, Behavioral Health, Community Clinics, and Correctional Health.)
Candidates must possess recruiting experience preferably in the medical field performing high-volume recruiting, written and verbal communication skills, and excellent analytical skills with the ability to analyze situations accurately and effectively. Knowledge of NeoGov recruiting is preferred.
The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.

EXAMPLES OF ESSENTIAL DUTIES
Prepare job announcements and advertisements; assist in developing, administering, analyzing, and evaluating written, oral and performance tests; review job applications, rate training and experience, and interview candidates.
Investigate and analyze the duties and responsibilities of positions for job classification and compensation purposes; develop class concepts and prepare and revise class specifications.
Establish job comparability through the gathering, tabulating, and analyzing of salary data, and make preliminary recommendations; perform studies of internal class relationships for compensation purposes.
Review and make recommendations on proposed human resources transactions, including such matters as advanced step hiring; research human resources practices and regulations, and serve as an informational resource to County agencies/departments.
May prepare training materials for employee development presentations and assist in conducting training; prepare reports and correspondence; maintain records, logs, and files.
Develop, administer, analyze, and evaluate written, oral, and performance tests; perform specialized research in test development; investigate, analyze, and report on the duties and responsibilities of general, unusual, or specialized positions for job classification and salary purposes.
Perform job analysis to determine essential functions, and knowledge, skills, and abilities for the purposes of the interactive process or as part of recruitment/selection or job classification activities.
Confer with departmental officials on human resources practices and problems; assist in the development and establishment of standard personnel practices.
Prepare reports, manuals, articles, and correspondence; maintain records, logs, and files for leave, recruiting, or other HR activities.
Perform the more difficult work related to the development of class specifications and allocation standards; conduct large-scale departmental or countywide classification studies.
MINIMUM QUALIFICATIONS
HR ANALYST I
$21.30 - $29.20 Hourly
$3,691.98 - $5,060.78 Monthly
$44,303.79 - $60,729.34 Annually
Education: Graduation from an accredited college or university with a Bachelor's degree in human resources management, behavioral or social sciences, industrial relations, organizational studies, public or business administration, or a closely related field. ( Current County of Riverside employees who are within one year of completing their Bachelor's degree and who have a current educational plan on record with the Human Resources Department Educational Support Program at the time of application may be eligible to compete for the Human Resources Analyst I classification. )
Experience:One year of professional human resources experience in recruiting.
HR ANALYST II
$26.38 - $36.21 Hourly
$4,573.23 - $6,275.90 Monthly
$54,878.72 - $75,310.77 Annually
Education: Graduation from an accredited college or university with a Bachelor's degree in human resources management, behavioral or social sciences, industrial relations, organizational studies, public or business administration, or a closely related field.
AND
Experience: Two years of professional human resources experience in recruiting (at the County of Riverside Human Resources Analyst I level or above)
HR ANALYST III
$31.05 - $42.64 Hourly
$5,382.05 - $7,391.18 Monthly
$64,584.62 - $88,694.11 Annually
Education: Graduation from an accredited college or university with a Bachelor's degree in human resources management, behavioral or social sciences, industrial relations, organizational studies, public or business administration, or a closely related field.
AND
Experience: Two years of professional full time human resources experience in recruiting.
Other Requirements
License/Certificate: Possession of a valid California Driver's.
Testing Information
Competitive candidates may be required to successfully pass a writing assessment prior to being certified for an interview.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
