Senior Subcontracts Administrator (Legal)
Responsible for the management and procurement of Major Subcontracts. Coordinates and supports developmental activities including request for developmental efforts, Technical Approaches, supplier development actions, new supplier qualification support efforts leading to an eventual purchase order. The successful candidate should have experience with machine shop production, composite manufacturing, and/or prototype manufacturing transitioning to production ready product.
Leads and manages all aspects of contractual agreements and/or bids and proposal activities with suppliers (interfacing with legal as needed). This includes: coordinating pricing efforts with Program Managers, Finance, Engineering, Manufacturing and other buyers; preparing requests for quotes, bids, and proposals to support an effective competitive bidding process. Conduct bidders' conferences; analyze and evaluate proposals; negotiate; select or recommend subcontractors, suppliers and write awards.
DUTIES AND RESPONSIBILITIES
Develop RFI/RFP around technical requirements.
Write Business case/secure funding through executive management.
Manage the vendor compliance to Technical Approach Document.
Assign Responsibilities in concert with the developmental objectives.
Create Schedule/identify resources required.
Manage to a baseline configuration available for procurement.
Document initial Source Selection (e.g. market research, cost and price justification).
Writes a Business Case with attention to USG (FAR) and MDHI requirements.
Manage, lead, write (if necessary), the document which dictates the Roles and Responsibilities for the non-recurring effort.
Delegate to appropriate functional organization via a very hands-on approach.
Create schedule, milestones, including progressive Cost/Support Management.
Provide status to Senior Leadership, therefore maintain a very current history/status documentation.
Manage timelines, milestones, Progress Plans IAW cost projection Program Management dictates and quality parameters.
Provide projections toward a successfully base lined item suitable for a Production Ready Purchase Order.
Maintain accurate records of the source selection or developmental process to support an eventual Cost, Schedule, Quality or third party (DCAA) audit.
Manage via appropriate FAR Clauses (FAR part 12 or 15), supporting Business Cost Management (CAS knowledge).
Demonstrate knowledge of the space, weight and power requirements of the targeted integration end item.
Document Software configuration requirements.
Identify Post-deployment support requirements and/or impacts.
Manages the development of MDHI custom and complex individual parts and assemblies from Major Sub-Contract providers.
Identify major cost drivers and mitigating strategies.
Identify opportunities for long term agreements and implement strategies to get them in place.
Maintain accurate records of all purchasing actions in compliance with company and departmental policies and procedures.
Develop subcontract specifications, terms and conditions, as well as modify, add or delete portions of the subcontract to suit MDHI or vendors' specifications.
Develop and manage supplier performance measurements, solve procurement discrepancies and resolve issues (e.g. pricing, quality, timing, claims, liens, etc.) and deliverables by working with Accounting, Engineering, Manufacturing, suppliers and other internal departments.
Serve as primary point of contact with major subcontractors by coordinating the acquisition of materials and services; including establishing/maintaining effective relationships with business stakeholders and ensuring connectivity between the business and the supply base.
May be asked to conduct market analysis, price, and cost modeling activities.
Review supplier procedures and practices to identify opportunities for cost and schedule improvements.
Balance end-user demands, preferences and pressures against functional goals and objectives and professional procurement standards and practices to ensure business and procurement objectives are met.
Ensure suppliers meet targets for quality, delivery, and total cost of acquisition of the products and services the company requires.
Interface between supplier, manufacturing, quality, and engineering regarding product enhancement and concurrent engineering process.
Maintain a positive/professional approach and addresses multiple objectives in a fast-paced environment.
No direct responsibilities, but on occasion, the incumbent will be required to train and mentor procurement agents.
SKILLS AND ABILITIES
Experience with MRP/ERP system (preferably JD Edwards) required.
Experience purchasing complex aerospace parts (machine, composite, sheet metal, and/or Software/Hardware items) required.
Knowledge and understanding of contractual law for external supply and development agreements required.
Demonstrated advanced negotiation skills.
Multiple years of experience planning, managing RFPs & RFQs and executing all elements of contract negotiations including but not limited to cost reductions and pay terms expansion. Capable of training and coaching others in negotiation techniques.
Experience with supplier development.
Thorough working knowledge of purchasing policies, processes and procedures.
Advanced skills and proficiency with Microsoft Office Suite to include (Outlook, Word, Excel, Access and PowerPoint).
Subcontract Administration experience required.
Strong knowledge of business, economic, and accounting principles and practices.
Procurement experience associated with Federal Aviation Administration (FAA) Federal Acquisition Regulations (FAR), AS9100, Traffic in Arms Regulations (ITAR), Defense Federal Acquisition Regulation (DFAR) and Government procurement regulations preferred.
Demonstrated aptitude for process improvement and use of Lean and Six-Sigma resources and tools.
Ability to analyze and interpret Engineering Tech reports, purchase requisitions, RFQ's, and supplier contracts.
Ability to work in a global environment and build trust with variety of cultures.
Self-motivated, persistent, hands-on, results oriented, well organized with ability to handle multiple projects within expected time frame.
Must be proactive and have a sense of urgency to meet the demands of all customers and have the ability to think ahead of potential problems.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Excellent interpersonal, communication, planning, and organization skills are required.
May need to attend meetings within multiple buildings across the campus.
Domestic and international business required.
The ability to get along with others and be part of a team.
Access to Export Control Information required.
Regular attendance at the worksite required.
EDUCATION and/or EXPERIENCE
Bachelor's Degree from four-year College or University required, Master's Degree preferred with 15+ years of work-related experience or an equivalent combination of education and experience.
