Associate/Senior Associate - Government Services (Creative Design)

The Associate/Senior Associate within Government Services performs real-time analysis and review of extensive documentation required by federal regulations for implementing the CARES Act recovery program in response to the COVID-19 crisis. 

Project information: This is a very dynamic project that is directly related to administering CARES Act funding on behalf of the State of Florida in direct response to COVID-19 and the challenges that local governments are facing. It is an opportunity for a candidate to jump in, learn something new, and contribute to the global recovery from this pandemic, and will be an amazing mark on a resume. As a result, candidates should be critical thinkers who aren't afraid to speak up and contribute solutions for the greater good. 

Required Strengths and Skill Sets for Associates/Funding Coordinator includes:

  • Must be a critical thinker who possesses and displays both patience and professionalism to address and respond to local government inquiries in a timely manner.
  • Must be a confident and skilled communicator to frequently engage with external partners and provide training and technical assistance on funding guidelines and allowable expenditures.
  • Must be comfortable utilizing program policies and procedures to quickly solve problems and ensure program compliance.
  • Will ask bold questions to inform policy, welcome feedback on work product, and proactively collaborate with the team at large.

Specific job duties include:

Planning Processes

  • Understand public investment strategies spanning multiple areas, including economic development, education, healthcare, unemployment, public safety, and other government initiatives
  • Assist in drafting comprehensive plans for spending federal funds to address both short-term and long-term objectives
  • Analyze unmet needs and make recommendations for prioritizing funding

Financial Review Processes

  • Manage intake of funding requests and perform timely review of supporting documentation of expenses provided by CARES Act fund recipients
  • Offer solutions to accelerate the funding review processes
  • Collaborate with team to recommend funding requests

Training and Technical Assistance

  • Prepare training and provide technical assistance to funded recipients
  • Effectively communicate eligible and ineligible expense types to recipients
  • Draft policies and procedures manual and collaborate with team on finalization and maintenance of manual

Reporting Activities

  • Utilize technology to ensure funding transparency and accountability
  • Contribute draft content for a public transparency website and collaborate with team on updates
  • Assist in preparation of real-time status reports on funding

Oversight and Compliance

  • Understand internal control framework to prevent fraud, waste, and abuse
  • Understand and assist in responding to state and federal oversight and monitoring activities

Candidates must possess the following:

  • Bachelor's or Master's Degree in Accounting or Finance
  • Minimum of two (2) years in a professional office setting is preferred
  • Federal grant administration and compliance experience is a plus
  • Superior verbal and written communication skills
