Job Description

The Global Trade Compliance (GTC) Licensing Analyst works with internal stakeholders to assess international business requirements, identify, draft and prepare export/import license applications in accordance with the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR). The position is located in Wilsonville, OR and supports FLIR's Defense Technologies Segment, Sensor Systems line of business with a strong emphasis on airborne multi-sensor systems.

Primary Duties & Responsibilities:

  • Review business requirements to identify what export/import authorizations are required in compliance with ITAR and EAR
  • Draft and prepare license and agreement applications to the U.S. Departments of State and Commerce using OCR EASE Global Trade Management System
  • Conduct peer reviews to ensure accuracy and completeness of license and agreement applications in accordance with regulations and company policies
  • Manage post license requirements to ensure compliance with license approvals and conditions including:
  • Identify training needs, develop and deliver Export compliance training based on government regulations, program and company requirements.
  • Adjudicate and document the eligibility of ITAR exemptions and EAR exceptions for specific business transactions
  • Assist in the creation and implementation of standard procedures, work instructions and written guidance

Job Qualifications:

  • Bachelor's Degree in Business or related field (or combination of education and experience)
  • 3-5 years of experience in global trade licensing or related field
  • Knowledge of ITAR and EAR licensing requirements (USML Category XII and ECCN Category 6 preferred)
  • Effective communicator, able to collaborate with personnel from different functional areas
  • Positive attitude, able to solve problems and work towards successful outcomes
  • Strong computer skills: OCR EASE, DECCS, SNAP-R, MS Office, and SAP
  • Applicants must be either a U.S. citizen, U.S. national, legal permanent resident, asylee, refugee or must be eligible to apply for and obtain the appropriate export control license from the U.S. Departments of State or Commerce.
