Manager, SCADA System and Communication (Creative Design)

Provides overall management of the core computing infrastructure by providing strategic and tactical planning, design and development, evaluation and coordination of the information and technology systems for the Light Rail Network (LRTNet).

Duties & Responsibilities:    
ESSENTIAL:

  •  Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures. Conducts performance review, and holds employees accountable for performance of their responsibilities.
  •  Establishes level of service standards for system availability and individual system components and ensures that service standards are achieved.
  •  Establishes procedures that minimize or eliminate downtime for the 24/7/365 LRTNet when system components are being upgraded, modified or new applications/functions are being installed.
  •  Serves as initial point of contact for applications, software, equipment or hardware development and/or installation projects that rely upon LRTNet infrastructure and point of contact and subject matter expert for communication and coordination with the organization's IT department.
  •  Serves as liaison with the Planning division regarding in matters of rail communication systems.
  •  Participates in the design, commissioning, system integration testing and troubleshooting of system elements.
  •  Develops and maintains an annual operating and capital budget for network information and technology systems operations.

Qualifications:    

  • Bachelor's degree in Information Technology or Telecommunications field of study. Network certifications (Cisco CCNA/CCDA or greater, FOA CFOT/CFOS), may be substituted for educational requirements.
  •  A minimum of ten years of experience designing, developing, maintaining, and/or supervising a data center, network systems and/or information technology systems on a 24/7/365 basis on a rail transit, municipal/regional water or power (or other comparable dispersed-area) utility.
  •  A minimum of two years of supervisory experience.
  •  Proficiency in data and voice communication protocols (IP, SONET)
  •  Proficiency in operating system software (UNIX, LINUX, DOS, Windows Server); network/communication protocol standards (TCP/IP, serial/RS-232/RS-422, SONET); network topologies (Ethernet, fiber backbone, SONET); critical real-time operating systems (SCADA); data structures.
  •  Proficiency in microcomputer functions/characteristics and current hardware/software architecture and topology.
  •  Proficient with Microsoft Office Suite.
  •  Ability to communicate effectively, orally and in writing.
  •  Ability to manage time and workload effectively which includes planning, organizing and prioritizing.
  •  Ability to use sound judgment.

  •  The work environment is a typical office environment with minimal exposure to excessive noise or adverse environmental issues.

Pay Grade/Code: GEN 11

Salary Range: Min: $93,740 Max: $145,296

Reports To: General Superintendent, Infrastructure
