Industrial Pretreatment Program Coodinator (Finance)



The IPP Coordinator oversees the City of Danville's Industrial Pretreatment Program to ensure compliance with federal, state, and local environmental regulations. This role protects the city's wastewater infrastructure and the environment by regulating industrial discharges and coordinating enforcement activities.
Essential Duties & Responsibilities:
Regulatory Compliance & Program Oversight

- Administer the City's EPA-approved Industrial Pretreatment Program.

- Develop and enforce local discharge limits and ordinances.

- Issue and manage industrial discharge permits.

- Prepare and submit required reports to the Virginia Department of Environmental Quality (DEQ) and the EPA.
Inspections & Monitoring

- Conduct routine inspections of industrial and commercial facilities.

- Collect and analyze wastewater samples to monitor compliance.

- Maintain and calibrate sampling and monitoring equipment.

- Investigate non-compliance and recommend enforcement actions.
Documentation & Reporting

- Maintain accurate records of inspections, sampling, permits, and enforcement actions.

- Prepare technical reports and correspondence for internal and external stakeholders.

- Assist in budget preparation and program planning.
Public & Interdepartmental Engagement

- Serve as liaison between the City and industrial users.

- Educate businesses on pretreatment requirements and best practices.

- Coordinate with other city departments, including Engineering, Legal, and Environmental Services.
Minimum Qualifications
Education & Experience

- Bachelor's degree in Environmental Science, Chemistry, Biology, or related field.

- Minimum of 3 years of experience in wastewater treatment or environmental compliance.

- Experience with pretreatment programs and regulatory enforcement preferred.
Licenses & Certifications

- Valid Virginia driver's license.
Knowledge, Skills & Abilities

- Strong understanding of EPA and Virginia DEQ pretreatment regulations.

- Proficiency in Microsoft Office and data management systems.

- Ability to interpret technical data and regulatory language.

- Excellent communication, organizational, and analytical skills.
Working Conditions

- Work is performed in both office and field environments.

- Exposure to wastewater, industrial chemicals, and confined spaces.
