Vice President of Health Policy and Systems Strategy (Finance)
Works collaboratively with UTHealth's executive leadership to coordinate and provide oversight for the development and implementation of the university's strategies and programs around health policy, healthcare delivery systems and population health management. Responsible for the implementation and assessment of initiatives to enhance quality in the targeted areas of expansion in service capabilities. Particular attention is given to working with UTHealth leadership and the Deans of the schools to oversee the effectiveness in these areas.
Position Key Accountabilities:
1. Working collaboratively with UTHealth leadership, Deans of the schools, and key Department Chairs and service line leadership, leads the development and implementation of strategic plan to expand population health management, including public health strategy prevention, education, outreach and resulting service line growth; participate with executive leadership in engaging health system partners (i.e. BSW, MHHS, MD Anderson, Harris Health) in strategic implementation; provides strategic and operational leadership for major collaborative initiatives in these areas and related initiatives.
2. Analyzes healthcare policy and trends in developing strategy and best practices in population health management with a focus on market expansion of service line for key geographic areas and patient populations; serve as a key liaison with other internal and external stakeholders, such as executive leadership, UT Physicians, UTHealth Government Relations, UT System, UT sister institutions and government agencies, MCO's, provider networks, healthcare systems and other healthcare organizations.
3. Works closely with UTHealth leadership and Deans to assure adequate allocation of resources for population health strategic initiatives and operational functions in the context of UTHealth's priorities and strategic directions; works in a team environment to ensure compliance with regulatory and contractual requirements.
4. Works collaboratively with UTHealth leadership, and leadership of SBMI, SPH, SON, SOD and MMS, as well as content experts, to coordinate healthcare data and analytics needs in support of strategic directions; works to streamline healthcare analytics and patient metrics into operational care pathways that are key to strategic growth; works with the Deans of UTHealth schools to promote initiatives to increase learning health care systems and quality programs.
5. Working across schools and departments, actively participates and engages in service line leadership meetings, as appropriate, in support of strategic implementation of growth/expansion of population health service capabilities.
6. Manages Human Resources activities for direct reports in your area with regards to: recruiting and selection; hiring and termination, training, development, mentoring, counseling, performance evaluations, and salary planning.
7. Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded; financial information is reliable and compliant with applicable laws, regulations, policies and procedures. These will be reviewed annually by the Executive Vice President and Chief Academic Officer.
8. Performs other duties as assigned.
Certification/Skills:
Leadership experience in administration and program development within an academic health center.
Minimum Education:
Master's degree in the public affairs, public health, healthcare management or related healthcare field.
Minimum Experience:
Ten (10) years of leadership experience in public health policy, population health programs, health care policy or related field.
Physical Requirements:
Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
