Summary of Program/Project:
These services will support new and existing Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4-ISR) technology-weapons systems and Department of Defense (DoD) 8570.01-M Information Assurance and Workforce Improvement Program requirements which are used to identify certifications for Army positions supporting the DoD network. In addition, services will support Commercial-Off-The-Shelf (COTS) equipment and capabilities to include the provision for logistical and administrative support at the sites. Personnel shall develop and conduct training for military units and government agencies located in CONUS/OCONUS In Accordance With (IAW) all applicable regulations and commercial best practices.
The RSTS sites, under the direction of the RSTS Directorate, have now established many standardized and information sharing processes. These items include an RSTS website, RSTS course catalog, Army Training Resources and Requirements (ATRRS) code structure, 114 courses (59 base course with 65 course length variations of the base courses), procurement procedures, training request process, a Standard Operating Procedure, course scheduling and student tracking procedures, course pass rate and student load tracking, and commercial training product awareness.
Position Description (Duties and Responsibilities):
Workforce Improvement Program requirements which are used to identify certifications for Army positions supporting the DoD network. In addition, these services will support Commercial-Off-The-Shelf (COTS) equipment and capabilities to include the provision for logistical and administrative support at the sites. Personnel assigned to this contract shall develop and conduct training for military units and government agencies located in CONUS/OCONUS In Accordance With (IAW) all applicable regulations and commercial best practices. Work shall be performed primarily on Government facilities.
The Instructors/Writers will be required to present training in a field environment, which includes deployment locations. Training may also be conducted through distance learning, blended learning, or completely on-site. The Instructor/Writer will be required to develop targeted training materials for specific missions and training methodologies.
Customer training requirements will be identified and scheduled by the Government RSTS site managers. The training will be performed at unit home station, TDY locations, over distance learning equipment, and during field missions by way of Mobile Training Teams (MTT). The Instructor/Writer shall assist in the development and execution of plans for the training and support of all Program of Record and Non-Program of Record systems. The Government will establish training schedules and training mission requirements based on government training support agreements in CONUS and OCONUS locations and the contractor shall be prepared to provide staff personnel based on the unit's requirements.

Travel Requirement: 25%
Security Clearance Requirement: Active DoD Secret clearance.
Education: Bachelor's Degree (preferred)
Work Location: The work to be performed under this contract shall be performed at the following CONUS and OCONUS locations as required and determined by the Government.
