Deputy Associate Director - LISCC Recovery and Resolution Preparedness (RRP) - Supervision & Regulation (Finance)
2) Represents the Board of Governors in international and cross-border recovery and resolution forums
a. Trilateral Principal Level Exercise (TPLE), an annual meeting of principals from the Federal Reserve, Bank of England, and European Central Bank to prepare to resolve global systemically important banks (G-SIBs) (under Title 2 for domestic LISCCs)
b. Crisis Management Groups (CMGs), established after the crisis to facilitate coordination by home and host regulators for G-SIBs in stress
c. Financial Stability Board Resolution Group (ResG), develops resolution policy and oversees a range of working groups, including the Cross Border Crisis Management Group (CBCM) and several subcommittees
3) As an officer of the Board of Governors, supports the building of bilateral relationships with peer supervisors regarding recovery and resolution preparedness, in coordination with the LISCC RRP Program
a. Domestically, including the FDIC, OCC, SEC, CFTC and U.S. Treasury Department
b. Internationally, including the Bank of England, the European Central Bank, and FINMA
4) Represents S&R via System activities and initiatives related to recovery and resolution of systemically important financial institutions, e.g., regarding the Central Counterparty Resolution Principals meeting
5) Provides officer level support to the national LISCC RRP Program
a. Serves as local manager, either directly or through a manager, for Board employees assigned to the LISCC Recovery and Resolution Program, working with the RRP PLG Lead and RRP Steering Committee Co-chairs
b. As co-chair serves as program manager, through the PLG Lead and several PLG members, for approximately 30 Federal Reserve System employees located in multiple Reserve Banks and at the Board
c. Helps ensure awareness and alignment (where appropriate) of key recovery and resolution policy and implementation developments amongst the various stakeholders noted above
6) Provides leadership to the Board LISCC Section, LISCC function and the Supervision and Regulation division
a. Contributes to strategy development and execution, workforce planning activities, and operational initiatives
b. Completes cross section, division and board projects as assigned
7) Serves on the LISCC Operating Committee, a System-wide body that has responsibility for setting the direction of and overseeing the LISCC Program
8) This position will be located in Washington, DC.
9) Must be able to travel domestically and internationally to meet the expectations noted above. Up to 20 percent in any given quarter.
II. DIVISION SPECIFIC REQUIREMENTS:
This position of Deputy Associate Director in the Large Institution Supervision Coordinating Committee (LISCC) section has responsibility, under the direction of the Associate Director, for providing oversight and guidance at the officer level, specifically related to recovery and resolution policy and the international coordination of resolution activities, and serving as the LISCC RRP Co-chair overseeing supervision of resolution and recovery planning at LISCC firms. As a Deputy Associate Director in the LISCC group, this individual is expected to represent the Federal Reserve in a range of recovery and resolution forums and to locally lead and oversee Board staff supporting the national LISCC RRP program. He/she should have the following skills, knowledge, and attributes.
o Knowledge of major supervisory and regulatory initiatives, specifically in the areas of recovery and resolution and the supervision of systemically important financial institutions;
o Demonstrated management and leadership experience, over teams that were comprised of at least five members, that were geographically dispersed, and/or that were virtual;
o Experience leading interagency initiatives and interacting with international bodies;
o Exceptional judgment, interpersonal savvy;
o Ability to collaborate effectively with senior Board and Reserve Bank colleagues;
o Demonstrated ability to operate effectively under different governance arrangements and to bring complex initiatives to completion with limited oversight;
o Demonstrated ability to lead and develop managers and staff; and
o Demonstrated ability to advise senior Board officials on regulatory and supervisory matters.
o This position is not eligible for full-time telecommuting benefits.
o A writing assessment may be administered during the interview process.
