Wastewater Treatment Plant Manager (Registry) (R&D)
ESSENTIAL JOB FUNCTIONS: Works under the general supervision of the Administrator-Wastewater Treatment Facilities to ensure the economic and efficient operation of a large volume wastewater treatment plant while meeting State and Federal environmental regulations. Provides administrative support to the Administrator of Wastewater Treatment Facilities. Establishes priorities while implementing management goals, objectives and standards in a continuous effort to improve quality, productivity and effectiveness. Hires, manages, and terminates technical, operational, and maintenance staff employees, as necessary. Establishes and maintains cooperative working relationships with the public and government agencies. Develops and participates in negotiating the National Pollutant Discharge Elimination System (NPDES) permit discharge standards. Prioritizes and approves purchases and projects for the wastewater treatment plant to maintain and improve operations. Coordinates assigned activities, such as environmental sampling and/or assessment, investigations of alleged environmental violators, emergency response, disaster response, etc, with other divisions, departments and/or agencies. Keeps abreast of water quality regulations and OSHA safety standards. Drives improvements and creates value in the treatment plant through the efficient and effective use of chemicals and energy. Reviews and approves requisitions for materials and equipment. Prepares and manages the wastewater treatment plant budget. May drive to various locations to inspect equipment and worksites. Prepares, maintains, and analyzes records and reports, including technical reports, to identify and resolve operation issues/problems. Interprets and applies appropriate regulations, codes and safety standards.

TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing with staff, management, general public and regulatory agencies on both technical and non-technical matters. Requires the ability to operate general office equipment such as a personal computer and telephone. Requires the ability to operate an automobile.
TYPICAL WORKING CONDITIONS: Majority of work is performed in an office environment. May be exposed to noise and all types of weather conditions while inspecting or visiting facility locations. Requires travel between building sites and to various meetings, offices, and other locations.
MINIMUM QUALIFICATIONS: A Bachelor's Degree in Environmental Engineering, Civil, or a closely related engineering degree and nine (9) years' experience in wastewater treatment processes with seven (7) of the nine (9) in a supervisory capacity; or any combination of experience and training which enables one to perform the essential job functions. Engineer-In- Training (EIT) certificate or equivalent engineering experience (1 year) required. License (PE) to practice engineering in the State of Tennessee preferred. Individual must possess a State of Tennessee Class IV Waste Water Treatment license or before the end of 24 months of employment must obtain and maintain license as a condition of continued employment. Must possess and maintain a valid driver's license as a condition of continued employment.
The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire.
