This position is responsible for the leadership and management of revenue and non-revenue vehicles and equipment maintenance activities, placing priority on cost effective maintenance with specific emphasis on developing and delivering the highest level of customer service, performance, and safety. Responsible for working closely with the Union to resolve any issue.

Duties & Responsibilities:    
ESSENTIAL:

o    Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Salaried Employee Guidelines, processes, and procedures. Conducts performance review and holds employees accountable for performance of their responsibilities.  Responsible for managing adherence to all rules of the collective bargaining agreement. 

o    Leads the maintenance division to promote and ensure cost effective and efficient management of all Bus Operations assets, within a culture of safety and serviceability, leading to full asset life cycle costing for all assets, exercising sound motivational people management skills along with robust planning, organizational and system expertise to consistently deliver great internal and external customer service.

o    Develops and implements strategies, policies, and procedures to ensure vehicle and equipment maintenance program goals are achieved. Leads all activities of the vehicle engineering, maintenance training, quality control and maintenance reporting divisions to ensure successful delivery of agency services.    

o    Develops and maintains the Bus Operations Fleet Plan to include gasoline, diesel, electric and alternative fuel vehicles.  Coordinates with multiple agency departments and stakeholders to ensure adherence to federal regulations.

o    Responsible for developing and deploying program activities for the District's transition, operations, and maintenance of zero-emission fleet.  Technical subject matter expert and resource for Bus Maintenance Operations and the District's zero-emission programs, initiatives and emerging technologies.  Provide extensive, in-depth, and specialized analysis, reporting, operational planning, training, and ongoing procedural improvements related to emerging zero-emission technologies, regulations, workforce development, and workforce safety.

o    Manages the preparation and development of the vehicle maintenance annual budget and long-term financial plan. Monitors budget compliance for the division and oversees performance audits of maintenance services.

o    Responsible for the preparation and implementation of specifications for bus purchases, support equipment and vehicles, shop tools and equipment, facility repairs and upgrades. Manages partnerships with vendors/suppliers and bus/vehicle manufactures to ensure the agency is compliant within contractual guidelines.   Ensures compliance with the ADA for passenger transportation services.

o    Manages maintenance interactions with all Fixed Route, Paratransit and FlexRide private contractors to ensure maintenance compliance within contract requirements.

Qualifications:    

o    Bachelor's Degree in a technical related field (mechanical, electrical, electronic, etc.)

o    A minimum of five years of experience managing in heavy duty diesel repair and maintenance, gasoline vehicle repair and maintenance, and electric/alternative fuel vehicle repair and maintenance to include major overhauls.

o    A minimum of five years of experience supervising and managing maintenance managers of multiple operating divisions in a large metropolitan bus transit system. 

o    A minimum of five years of experience managing in a union environment including experience in collective bargaining agreement negotiations

o    Proficient with Microsoft Office Suite and Cummins Engine In-Site program, Detroit Pro-Link and ZF-Tech transmission program.

o    Ability to communicate effectively, orally and in writing.

o    Ability to use sound judgment.

o    Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.

o    While performing the duties of this job, the employee is frequently exposed to moving mechanical parts, risk of electrical shock and vibration. The employee is occasionally exposed to wet and/or humid conditions; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; explosives and risk of radiation. The noise level in the work environment is usually moderate.
