Senior Building Inspector (Finance)



The County of Riverside seeks candidates to fill positions throughout Riverside County.

A list of eligible candidates will be established to fill current and future vacancies.

This position requires possession of a valid International Code Council (ICC) certificate as a Plans Examiner, Combination Inspector (C8), or Building Inspector (B5). Certifications must be attached to your application.

The County of Riverside's Transportation and Land Management Agency (TLMA) - Building and Safety Department currently has an opening for a Senior Building Inspector position, with opportunities available in the Riverside, Temecula, and Desert regions.

Under general supervision, the Senior Building Inspector performs more complex or specialized inspections; examines residential, commercial, and industrial building and grading plans; assists at the public counter with permit issuance; reviews water quality permit requirements; and performs other related duties as required.

The Senior Building Inspector is the lead-level classification in the Building Inspector series and reports to an appropriate supervisory or management-level position. Assignments may include one or more of the following: performing complex or specialized inspections; conducting environmental site inspections; serving in a lead capacity over field or office inspection operations; and examining residential, commercial, and industrial building and grading plans to determine conformance with applicable codes, regulations, and ordinances.

Competitive candidates will have hands-on experience performing field inspections and overseeing commercial construction projects from start to finish. Knowledge of the processes involved in tilt-up and multi-story commercial construction, as well as possession of a valid Combination Inspector and/or Commercial Building Inspector certification, is highly desirable.

The Riverside County Department of Building and Safety is dedicated to providing the citizens of Riverside County with courteous, efficient and cost effective services with the goal of improving the quality of life and orderly economic development by the provision and management of grading, building inspection and code enforcement within the integrated Transportation and Land Management Agency activities.• Perform the more complex and specialized inspection of buildings and structures being built, altered, moved, rehabilitated, or abated for compliance with building, plumbing, mechanical, electrical, grading accessibility and mobile home, and environmental codes, regulations and ordinances.

• Conduct initial and follow-up inspections/investigations pertaining to environmental enforcement, including, but not limited to, water quality, air quality, and habitat conservation, and grading inspections and/or code violations.

• Provide technical assistance to and review difficult field inspections completed by lower-level building inspectors; resolve field inspection problems and complaints.

• Examine plans and specifications of residential commercial and industrial structures to ensure compliance with codes, regulations and ordinances.

• Determine the classification and occupancy groups of structures; determine type of construction allowable for floor area and height.

• Clarify and interpret codes and regulations to developers, contractors, the general public, and other building inspectors.

• Prepare reports and correspondence; assist in training new employees; review and adjust workload of building inspectors in the field; attend continuing education classes as required.

• Assist at the public counter; accept building plan applications for review; issue building permits and input and retrieve data from the permit tracking software program. OPTION I Experience: Two years as a Building Inspector II with the County of Riverside.

OPTION IIEducation: College level course work in building construction, inspection technology, engineering, architecture, or a closely related field to the assignment may substitute for up to one year of experience on the basis of 30 semester/45 quarter units equaling one year of experience.

Experience: Three years of performing building inspection, grading inspection, plans examining, civil engineering, architecture, or environmental enforcement experience. (Journey level experience in trades or professions directly associated with structural aspects of building construction may substitute for up to one year of the required experience on the basis of one year of trades experience equaling six months of qualifying experience).

Other Requirements

License/Certificate: Possession of a valid California Driver's License is required, as this position involves frequent travel throughout Riverside County to perform on-site inspections.

Must possess a valid ICC certificate as a Plans Examiner, Combination Inspector (C8) or Building Inspector (B5).

ALL OPTIONSKnowledge of: Inspection procedures and methods; principles and techniques of building construction and maintenance; the principles of environmental enforcement inspection procedures and methods; state and local codes, regulations and ordinances applicable to building and construction trades; permit tracking, financial and word processing software programs.

Ability to: Perform difficult and specialized building grading and environmental inspections; accurately check building plans and specifications; analyze, interpret and accurately review water quality permits and best management practices; maintain cooperative working relations with others; prepare clear, concise and complete reports, written correspondence and documentation; deal tactfully and effectively with developers, contractors and the general public; make accurate data entries and use automated inspection and time labor information using a personal computer. Must possess a valid ICC certificate as a Plans Examiner, Combination Inspector (C8) or Building Inspector (B5).

Possession of a valid Combination Inspector (C8) or Commercial Building Inspector (B2) is desirable.
