MAJOR FUNCTIONS
This position is responsible for the management and daily operations of the Saint Andrews Marina. The Dockmaster is responsible for the safe mooring of vessels, general operation of the Saint Andrews Marina, assisting boaters, and maintaining a safe and clean environment throughout the Saint Andrews Marina facilities.
This position is under the leadership of the Director of Quality of Life.

Responsible for management, administration, supervision, training, evaluation, and oversight of all Saint Andrews Marina staff and their work performance.
Responsible for interviewing, recommending hires, and training new employees.
Responsible for performance evaluations to include rewarding performance and recommendation of disciplinary action when necessary.
Recommend Saint Andrews Marina budget needs.
Implement effective customer relations and communication.
Manage slip assignments.
Execute intern audit of POS.
Oversee routine maintenance and capital improvement of Saint Andrews Marina.
Ensure compliance with all applicable rules and regulations.
Maintain written documentation and record keeping.
Effectively manage retail marine dockage facility.
Responsible for addressing customer and employee complaints and resolving problems.
May require to operate a motor vehicle to perform assigned tasks.
This position requires regular and reliable attendance and the employee's physical presence at the workplace.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of Marina management and operations including budget preparation.
Knowledge of the ordinances, policies and procedures affecting Marina operations.
Knowledge of boating operations and activities.
Knowledge of emergency management and FEMA processes.
Knowledge of occupational hazards, safety precautions, and safety regulations related to boating, Marina, navigation and water safety as well as other work related precautions.
Proficient in the use of word processing, spreadsheet, database and presentation software.
Knowledge of principles and practices of effective administration, to include directing, planning, evaluating, and organizing.
Knowledge of supervisory and management principles and techniques.
Knowledge of report and record maintenance principles and practices.
Skill in customer service.
Skill in budget development and administration.
Skill in time management, organization, and prioritization.
Ability to operate necessary equipment, including fuel pumps, waste pumps, cash register, work boat, utility cart, bicycle, VHF radio, hand tools, power tools and credit card machines.
Ability to evaluate safety and security of facility, employees and clients.
Ability to adapt to performing under frequent deadlines, and/or in response to emergencies.
Ability to organize and review work for efficient results and accuracy.
Ability to manage programs and personnel on and off-site and work cooperatively with regulatory agencies.
Ability to speak clearly and persuasively in positive or negative situations.
Ability to swim.
Ability to work under adverse conditions, (heat, cold, inclement weather).
Ability to establish and maintain effective working relationships with leaders, colleagues and the public.
Ability and desire to comply with all City safety policies and programs in the performance of their work to include, but not limited to, vehicles, equipment, tools and facilities.
MINIMUM QUALIFICATIONS
Bachelor's Degree or equivalent in training and experience.
Five (5) years' management experience in Municipal Marina and/or Yacht Basin industry or related work.
CPR and First Aid.
A valid drivers licenses with an acceptable driving record.
A comparable amount of training and/or experience may be substituted for the minimum qualifications.

Working Conditions:

May be required to work hours other than the regular schedule including nights, weekends, and holidays.

Essential Physical Activities:
Bending/stooping, sitting, standing, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing/pulling, talking, standing, climbing, firm grasping and fine manipulation, repetitive motions, depth perception, balancing, squatting. This position may require lifting up to, carrying up to, or moving up to 50+ lbs.
