Executive Director, Purchasing and Procurement Operations (Education)
We are currently seeking an Executive Director Purchasing & Procurement Operations who will advance the institution's proud tradition of excellence in academics, student life and community service.
The Executive Director of Purchasing and Procurement Operations supports and monitors all aspects of procurement operations for Houston Community College (HCC), the Small Business Development Program and the Capital Improvement Program (CIP).
This position has final authority to conduct and conclude all negotiations for HCC purchases in a manner that will ensure the wise expenditure of college funds in accordance with the laws of the State of Texas and policies established by the Board of Trustees for ratification or approval of purchase acquisitions.
Executive level staff at HCC are system-wide leaders that share the responsibility to collaboratively support the one-college vision articulated in our strategic plan – Embracing Houston's Future – with 6 strategic priorities as measurable manifestations of our shared Mission, Vision, and Values.
Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effectives and efficient, assets are safeguarded, financial information is reliable and compliant with applicable law, regulation, policies and procedures.
Manages Talent Engagement activities for direct reports in regards to: recruiting and selection; hiring and termination, training, development, mentoring, counseling, and performance evaluations.
Serve in an advisory role to System committees (SACS, Strategic Planning, Finance, etc. ) on subjects impacting the College System.
Responsible for auditing procurement procedures across HCCS, while utilizing the highest standards of accounting, finance and law.
Interface with College presidents, District administrators, state and federal agents, Board of Trustees, and various external organization members as it relates to procurement operations; serve as a contact for Texas Higher Education Coordinating Board.
Oversee the development and implementation of policies and procedures, and ensures compliance with applicable federal and state laws and regulations.
Develop comprehensive goals, objectives, and strategic plans guiding the operations of each functional unit of the department, and ensure that established goals and objectives are communicated and obtained.
Oversee auxiliary services contracts.
Meet regularly with area economic development organizations, chambers of commerce, and small business groups to promote small business participation.
Perform other duties, tasks and assignments as required.
Education & Experience
Licensing & Certification
General Office. Must be able to perform all job requirements with or without reasonable accommodations; remain in a stationary position during shift; move items weighing up to 25 pounds; position self to operate job equipment; apply established protocols in a timely manner. Must access, input and retrieve information from technology devices; communicate with others to accomplish job requirements. May be required to work after hours to include weekends and holidays.
